The House Health Care Committee voted out draft 1.3 of the bill last Thursday after making decisions on a number of outstanding issues, including:

1) Plans sold outside of the Exchange? – NO
The question of whether individual and small group policies could be offered outside the health benefit exchange was one of the most controversial issues under consideration by the committee.  Some members cared most about preserving as many choices for employers as possible and worried about the loss of legislative influence over health insurance.  Others placed a high value on getting as many individuals into the exchange as possible to maximize its viability and federal funding.
